Bid price extremely low for the D1 highway

The Office for the Protection of Competition ("OPC") recently found that part of the bid made by two construction companies to construct a section of the D1 highway was extremely low. The companies' winning bid had quoted a price of only CZK 1,- for the supply of software and computers to a roadside dispatch centre. Their total bid price, however, was 382 million crowns, which differed by only 1.5% from the second best bid. According to OPC, the pricing of items for only a few crowns may cause unfair competition, since this could disadvantage bidders which have taken into consideration all costs in their offer. OPC also held that there is a real risk that the company's services will not be of the required quality.
