The new law aims to speed up the construction of transport infrastructure. For this purpose, it relies on the doctrine of presumptive title, which would allow construction to start before all essential land has been bought or expropriated. Zoning proceedings for listed structures would be managed by a special building authority in the relevant region, which should also accelerate the process.
